Robert Waughtel (broken pipe) ran three pipe and tobacco shops in Pennsylvania.  He lived and worked in Harrisburg and was apparently quite a character.  His daughter describes him as a born again Christian and a highly skilled poker player.  He learned pipemaking later on in his life and this is one of his creations - a nicely grained and skillfully crafted piece with plateaux rim and ebonite stem.  There are a couple of small sandpits but no condition issues.  In the nomenlature of this pipe, he describes it as “old, old wood.”
